In plain English
Every figure in a picture wears a paper garment, as if it were a complainant. Whose playful hand made it, and why is it complaining? The opening couplet of the Diwan suggests that every created thing is fragile and seems to complain about the one who made it. The paper dress also recalls an old custom in which a person seeking justice appeared in paper clothes.
